The Schuylkill Township Board of Supervisors held a special meeting on Tuesday, June 24, 2008 at 7:00 p.m. The meeting was held at the Township hall. Members of the Board present were Mr. Vutz, Mrs. Cohen, Mr. Ledbetter, and Mr. Morrisson. Mrs. Williams was not present. Mr. Vutz chaired the meeting. the purpose of the meeting was to appoint an interim solicitor and any other matters that come before the Board. The meeting was duly advertised in The Phoenix.
Mr. Robert J. Sugarman, Esq. due to health reasons has recently resigned as Township Solicitor.
On motion by Mr. Ledbetter, and seconded by Mr. Morrisson and passed, the Board appointed Mr. William Brennan of Butera, Beausang, Cohen and Brennan as interim general counsel to the Board of Supervisors for all routine legal matters.
On motion by Mr. Ledbetter, seconded by Mr. Morrisson and passed, the Board appointed Mr. Jordan Yeager of Curtin Heefner on recommendation from Mr. Sugarman as special counsel to continue litigating in front of the State Supreme Court the case of Schuylkill Township v. the Pennsylvania Builders Association in regard to the Township’s Fire Suppression Ordinance.
A motion was made by Mr. Ledbetter and seconded by Mrs. Cohen to appoint Mr. James McErlane as special counsel in the Reeves property Zoning Hearing Board matter. Discussion ensued. Mr. Morrisson will continue the process for the Board of sending out proposals for legal services to firms to represent the Township for general counsel and special counsel or both. On the motion and the second, the motion was passed.
Valley Forge Volunteer Fire Company – On motion by Mr. Ledbetter, seconded by Mrs. Cohen and passed, the Board approved the release of $100,000 from the Valley Forge Volunteer Fire Company Capital Fund for purchase of a fire truck. On motion by Mr. Ledbetter, seconded by Mrs. Cohen, and passed, the Board approved a letter of support for a grant application to FEMA by the fire company to help cover cost to create space to provide an in-station standby program and living quarters for volunteer firefighters.
PASD/YMCA Walking Path RFP’s – Mr. Ledbetter and the Township Manager have reviewed the Statement of Interests received by the Township for Construction Inspection Services for the walking path from the Phoenixville Area Middle School and the YMCA. Review of the firms was based on the criteria as listed in the Request for Proposal as well as location of the firm and other federal and/or state aid projects that firm had worked on. On motion by Mr. Ledbetter, seconded by Mrs. Cohen and passed, the Board of Supervisors awarded the construction inspection services to CMC Engineering. CMC will need to submit a price proposal for the project no later than July 15 so that the Township may finalize an agreement with the firm.
There being no further business for discussion, the Board adjourned the meeting at 7:20 p.m.
