A special workshop meeting of the Schuylkill Township Board of Supervisors for a presentation to the Board regarding expansion and renovation of the municipal complex buildings was called to order at 9:30 AM by Supervisor Parry. Members of the Board in attendance were Mrs. Barbara Cohen, Ms. Susan Guerette, Ms. Martha Majewski, Mr. Jim Morrisson and Mr. Fred Parry. The meeting was chaired by Supervisor Parry. Also present were the Schuylkill Township Manager, Ms. Mary Bird, Schuylkill Township Secretary, Mrs. Madeline Harbison, Schuylkill Township Roadmaster, Nick Cinciripino, and Schuylkill Township Chief of Police, Jim Fetterman. Mr. David Schrader and Ms. Rachel Patchell of Schrader Group Architecture, LLC, appeared before the Board.
Mr. Parry opened the meeting by commenting on what he considered to be the items which should be addressed at this workshop, those being 1) should this project be a priority of the Board, 2) what are the township’s current and future needs, 3) the fact that the township’s police department is hampered in execution of its duties by space constraints, and 4) the cost of a municipal complex buildings expansion project weighed against other project concepts in the township.
The Township Manager recapped the facility study which was approved by the Board at their July 2016 business meeting. Ms. Bird said the study was conducted by Schrader Group Architecture, LLC and comprised a review of the present facility and departmental dispositions, meetings with department representatives regarding current and future needs, and a site study of options available for expansion of municipal facilities in the present location. The presentation today is a proposed site concept plan which preserves open space while meeting anticipated departmental needs. Ms. Bird said this presentation is for the Board’s consideration of whether to move forward from a concept plan to actual expansion plans; a process which would include budget review , additional research into future needs, public meetings, etc. Mr. Schrader made his presentation to the Board, explaining the process by which the suggested square footage shown was reached utilizing industry planning standards and needs voiced by township personnel. Mr. Schrader said the site concept plan before the Board today was determined to be the best use of the available building envelope on the municipal complex property taking into account deed restrictions, setbacks, and easements. Mr. Schrader went on to say the estimated construction cost for the site concept plan shown today is about $11 million with additional soft costs of approximately $2.5 million. Supervisor Guerette said she had some questions on the space requirements and requested justification from the department heads on the anticipated square footage needs. Supervisor Guerette added that she thought additional discussions were needed before the Board considered moving forward with the municipal complex expansion project.
Chief Fetterman addressed the Board on the space needs of the police department and why certain facilities not currently in place within the physical department should be taken into account. The Chief explained that if the Board should decide to move forward with the expansion project, either the Administration or the Police Department would have to move out temporarily during the construction process. Towards that end, he has been investigating leasing space options for his department and has a possible site within the township for the Board’s consideration. Discussion ensued regarding the Chief’s proposal.
Upon motion by Supervisor Cohen, seconded by Supervisor Guerette, and unanimously passed, the Board of Supervisors of Schuylkill Township approved and authorized commencing lease negotiations with the property owner, manager, and/or agent of the proposed off-site location for the Schuylkill Township Police Department with the understanding no agreement shall be made without the express approval and public vote of the Board.
There being no further business before the Board of Supervisors, the meeting was adjourned at 11:20 AM on a motion by Supervisor Cohen, seconded by Supervisor Parry, and passed.
