MEETING DATE: May 12, 2008

MEMBERS:  Bob Mauch, Bud Emig, Greg Blazic, Gary Gounaris, Tim McAvoy, Bob Cooney, Bereth Graeff , Walter Mostek

ATTENDANCE:    Bud Emig was absent.

CALLED TO ORDER:  Bob Cooney, Chairman of the Open Space Commission called the meeting to order at 7:34 p.m.

MINUTES:

  • Motion to approve minutes from the Apri1 14, 2008 was made by Bob Cooney, seconded by Tim McAvoy, and passed unanimously.

            None
           
PROPERTY OUTREACH

Bob Mauch reported that a meeting of the committee was held at 6:30 pm.  A revised appraisal procedure had been reviewed by township solicitor, Bob Sugarman.

A motion was made by Bob Mauch, to approve the Appraisal Procedure as submitted, seconded by Walter Mostek and passed unanimously.

FINANCE

Greg Blazic reported receipt of  $222,182.02 of Open Space funds.  Current balance is $639,418.35.

Greg Blazic reports that he had a conversation with Mike Wolf and was advised that a bond insurer has decided to not insure municipal offerings.  The effect may be increased costs.  It was noted that at this time that Phoenixville Federal is one of the most aggressive lenders in southwestern Pennsylvania.

Current interest rate on open space funds deposited at Wachovia is estimated to be about 3.14%.

            None

EXECUTIVE SESSION
           
A motion was made by Tim McAvoy and seconded by Gary Gounaris to move into executive session at 7:55 p.m.

MOTIONS POST EXECUTIVE SESSION

Motion made by Walter Mostek to recommend an offer in the amount as discussed during executive session for development rights on subject property, seconded by Gary Gounaris, passed unanimously.  Tim McAvoy recused himself.

Motion was made by Bob Mauch to place in escrow, either through existing funds or funding, the required amount as discussed in executive session for “good faith” money, seconded by Greg Blazic, passed unanimously

MOTION TO ADJOURN 

A motion to adjourn the meeting was made at 10:15  p.m. by Tim McAvoy, seconded by Greg Blazic and passed unanimously.
