Right to Know / Open Records Requests

Township Right-to-Know Policy 

The Pennsylvania “Right to Know” law, Pennsylvania Act 3 of 2008, requires municipalities to provide access to public records as specifically defined by the law, i.e., financial accounts, minutes, orders or decisions, regardless of physical form or characteristics.  Other Pennsylvania laws provide availability to specific information such as permit applications.  Information may be copied or examined in the form available to the Township at the Township’s municipal building.  The Township is not required to sort information, extract data or prepare reports in formats which are not in the Township’s possession.  The Township is not required to release public records to the custody of others. 

Submit a Request

To submit requests please fill out the required forms and submit them to the appropriate staff.

When submitting a Right-to-Know request please note that all documents can only be provided in the form they are kept. Physical documents may only be shared as physical copies.

In accordance with the Right–to–Know and Open Records laws, Schuylkill Township has appointed the following officials as Open Records Officers:

  • Tina Stephens, Agency Open Records Officer
  • Laurie Getz, Alternate Open Records Officer

The procedures and rules were established by Resolution No. 2023-07 (PDF), as amended.

Obtaining Records

To file an official Right-to-Know request, please download and fill out the appropriate Right-to-Know Request Form and submit it to the Township (by mail or email). The forms are also available at the Township Building, located at:

Duplication Costs

Fees for duplication of records have been set in compliance with the Right-to-Know law and may be found in the Township's policy. Due to restrictions imposed by the Federal Copyright Act, the Township cannot make copies of building, site, or subdivision and land development plans, including sealed architectural and engineered plans. The plans may be inspected at the Township but may not be photocopied or photographed. This restriction also applies to Zoning Hearing Board transcripts and other documents prepared by a professional stenographer.
